WEC MEDICAL SERVICES AND CARE is registered in Uganda as a charity organization under registration number WCBO/17/053 with Directorate of Community Based Services; under approved policy of NGOs & CBOs (None Government Organizations and Community Based Organizations) and to conform to the National Guidelines.

WEC SERVICES (WEC MEDICAL SERVICES AND CARE) provides charity Medical Services to Women, Elderly and Children.

Care about Elderly persons by giving them a dignified and fulfilled lives through:-
·         Access to Health 
·         Religious Faith 
·         Food security 
·         Lessening the burden of dependents on the Elderly persons – Grand Children 
·         Identifying Less privileged community groups especially Refugees (Uganda is a refugee hub especially from Democratic Republic of Congo (DRC), Republic of Southern Susan, Burundi, Eretria, Somalia, and other neighboring Great Lakes Region.

Women have been marginalized and less than 5% of women population have formal employment, yet they remain main breadwinners for their families. Most Women’s rights have been violated by their respective partners, at place of work by employers or bosses and others forced ti have unexpected pregnancies

Children are catered for in a way of lessening the burden of dependents on the Elderly persons – Grand Children and Women by helping Children

THROUGH:-

1)      Facilitate Education by coordinating needy children and orphans with sponsors and organizations together with our Partner schools.
                 

2)      Provide basic medical health care:  promote community and home based health care ensuring patient education, disease awareness, indigent medical care, sensitization, and domiciliary services.

3)      In addition to the basic services of education and health, WEC offers rehabilitation and related welfare support for women, elderly and children, recovery from drug addiction and slavery, sexual abuse and pregnancies, HIV, nutrition programs, and development of individual talents for a healthy future and rewarding life.
It’s our combined efforts to Help to rebuild our communities (HROC); with philosophy that:-

Ø  Each person and society has the inner capacity to heal and inherent perception of how to recover from trauma
Ø  Both victims and perpetrators of violence can experience trauma and its effects after

We went on to start a nonprofit organization in her community to help women, elderly, and children, called WEC MEDICAL SERVICES AND CARE. Her goals for this organization are to empower and provide medical services for women, elderly and children along with Education for the needy and orphans amongst include:
WEC SERVICES (WEC Medical Services and Care] has some challenges.  Recently a pregnant mother with twins was lost because no medical equipment was available to diagnose a multiple twin birth.  There is an urgent need for a mobile ultra sound scan machine to prevent more pregnancy complications, especially for girls too young to be delivering children as the result of sexual assault like rape. Mobile Ultra Sound scanner will also help in Mobile Clinics and Outreaches  

The stories of what happens to many children in Uganda, especially young girls, are horrifying.  WEC SERVICES has targeted the abused who have been forced to become sex slaves, drug addicted, infected with HIV, prostitutes and nude dancers. 
Women do not have birth control nor education or support services to raise healthy children.  WEC is founded on and committed to providing medical care, counseling, school fees, bedding, food, water, and the basic necessities for life, taken for granted in developed countries.

PROJECT DESCRIPTION:
ü  Improving livelihood of Women, Elderly and Children through
ü  Access to Education,
ü  Medical services (Such as patient’s education, disease awareness & indigent medical care)
ü  Generation of entrepreneurship projects like poultry; mushrooms; fish farming & crafts and
ü  Care about Elderly persons by giving them a dignified and fulfilled lives.
ü  Identifying Less privileged community groups especially Refugees

WEC having realized the need for Elderly, women and youth to improve their livelihood has though Education, Medical services (thru: Patients education, disease awareness & indigent medical care), initiate a project on domestic income generating enterprises, Girl child education and reproductive health in this area. 

Project Significance
We facilitate Education (through coordinating needy scholars (or pupils/students) with sponsors/organisations and also provide health care (Patients education, disease awareness & indigent medical care) that will meet the physical, emotional and spiritual needs of patients and community in a holistic manner.  We offer a medical program that is run to provide: clinical services, promotion of health at community level and home based care. Workers are trained in medical and nursing care. The spiritual aspect of health care is emphasized in all the projects.

In addition to basic two services, (Education and Health, We offer Rehabilitation and related welfare support for Women, Elderly and Children; Nutrition Programs and talent development amongst others,
We aim to promote domiciliary services especially to women, Outreach services/awareness campaign especially to schools. We believe in giving and sharing (More on others, less on our selves, putting in mind that “the beauty of life is not how happy you’re, but how happy others can be because of you”.
We make living by what we receive, and make life by what we give. We were once children and entirely depended on mercy of others, and we will once grow old and rely on others mercy. That’s why we target Children and Elderly.

Realizing the antagonizing situations facing the vast majority of humanity in all spheres of life. Realizing the task upon us, together with all those concerned, to uplift the Socio - Economic status of Ugandans and all mankind at large. And realizing our particular task to ensure respect, opportunity and protection for the weaker sections of our societies.

WEC medical services and care having realized the need for elderly, women & children to improve their access to health care and livelihood has to initiate a medical scheme, and domestic income generating enterprises so as to achieve our mission and vision

We provide health care that meet the physical, emotional & spiritual needs of patients in a holistic manner. A medical program is run to provide clinical services, promote health to community level and home based care. Volunteers as staff, intensively trained in medical care, nursing care & psychosocial care. The spiritual aspect of health care is emphasized in all projects.
a)      Through  Inpatient and outpatient facilities
b)      Through Running antenatal mother and child clinics
c)      Through Operating and Antiretroviral treatment centre in collaboration with line ministry department.
d)      Through nutritional centre
e)      Through collaboration with the government health facilities
f)       Through home visits/domiciliary setup arrangement.
g)      Through a raising awareness in HIV and other infectious and non-infectious diseases.
h)      Through training nurses, nurse attendants and home based care volunteers.
i)        Through regular in-service training of medical personnel.
j)        Through cancelling and praying for patients.
k)      Through involving the church in visiting programs and home based care
l)        Through use of preaching tapes with patients.
m)    Through devotion with staff




MAJOR AIMS AND OBJECTIVES
1.      WEC Medical Services & Care is meant to provide professional and quality MEDICAL SERVICES to Women, Elderly and Children through working with community women by availing them with
a)      Free Consultations, Laboratory diagnostic services and Drugs
b)      Outreach and free treatment of children, women and Elderly, Free Antenatal and postnatal Care services amongst others,
c)      Developmental projects that will earn them income, nutrition and improve their level of understanding especially on policies benefiting them and help in general (capacity building). This includes their children.
d)      WEC shall always collaborate with Donor community to promote self-reliance of the Services offered by the organization (WEC) by establishing projects that will generate income to run WEC programs

2.      To promote Domiciliary Medical services to Elderly, women and Children
3.      To promote health services and care for the women, elderly and children.
4.      To provide or assist in provision of social and other services as need may arise for, example medical or health services, education services, home improvement services among others.
5.      To carry outreach programmes in order to provide health services to the community
6.      To create an environment that promotes high quality patient care.
7.      Provide recognition and reward associated with the individual Registered Nurse’s level of professional practice and clinical expertise.
8.      Provide a network of resources for clinical expertise, collaboration, and research/ evidence based practice, peer review and consultation for members of the healthcare team.
9.      Promote clinical excellence in patient care and professional nursing practice through the encouragement, promotion and support of professional development and engagement.
10.  Strengthen the continuum of care to support timely access to services and smooth patient flow for all patients.
11.  Provide an exceptional health care experience through the development and provision of patient-and family-centered care.
12.  Enhance our quality culture, processes and outcomes leading to exceptional care and service that fully supports our Accreditation with Exemplary Standing.
13.  To provide a need led services that will meet the needs of the service user both in the Generic and Specialist segment of the market. .
14.  To ensure that each client needs and values are respected in matters relating to their beliefs and diversity, religion, cultural, race or ethnic origin, sexuality or sexual orientation, status, disabilities or impairments etc.
15.  To ensure that services are delivered flexibly and attentively in an unbiased fashion whilst respecting clients’ rights to independence and informed choices, their privacy, preferences and dignity.


16.  To recruit, train and support social care workers to deliver high quality service. To operate and manage the service as an efficient domiciliary care business by making the best use of available resources to maximize value for money for both social Services Department and the service user and their families.
17.  To match nominated social care workers as closely as possible to the needs and requirements of the client and also respecting the need to change the social care worker by the service user in the event of subsequent non-compatibility.
18.  To undertake a risk assessment of occupational and environmental Health & Safety hazards within the home of each new client before commencement of care (or within 2 working days in exceptional circumstances), and to ensure that areas of concern are duly reported to the service purchaser and service user of which a copy will be provided to stakeholders on request. A change of circumstances would require a new risk assessment.
19.  To ensure that all service users receive written information on the organizations services and procedures for complaints, complements and complaints resolution and how to use it.

PROJECT INDICATORS
v  How To Know If Project Is Successful:

OUTCOME 
·         70% decrease in number of women who do not know their rights and policies that favour them. 
·         Over 75% increase in skills acquisition of enterprise management by women. 
·         Over 60% decrease in reproductive health cases to women and malnutrition to children. 
·         Over 70% increase in income generating and food availability to households within the region. 
·         Increase in household transition to more independent sustainable environment. 
·         Strengthen organizational capacity of WEC to handle issues related to women especially in rural communities. 
·         Over 45 different products being sold through the craft outlet in the national park to tourists. 
·         Over 80% decreases in early and forced marriages as well as increase in level of dietary products to women and children. 
·         Government, international NGOs and other partners in their efforts of achieving millennium development goals will pick interest in WEC SERVICES. 
·         The impact of the project will be rolled to other areas outside besides the areas of target
·         40% reduction in prostitution by young girls’ who are looking for money.

    ix)            Requirements like solar systems, generators, projector, medical kits, video camera, and fish material in place. 
      x)            Seminars running on women empowerment in every Sub County and parishes. 
    xi)            Three computers with their accessories in place. 








MONITORING AND EVALUATION
Although we shall use external evaluators, we as well have an internal system of evaluation where stakeholders in the project sit and see performance standards which is based on for evaluations thus measuring performance. This applies to staff, women welfare councilor and active beneficiaries. This is be done quarterly. Meeting of staff and Elderly and women welfare councilors is always and will always be done every after two weeks at the headquarters and rolled to different branch offices.

Duties and responsibilities to stake holders will be set in a way of systematically analyzing and documenting the important facts about their duties in line with the project objectives. 

Behavioral feedback will be based on specific, observable or verifiable data and information and will be delivered as close to the events or behavioral as possible in the course of work. Impacts of performance will be discussed along with organization policies.

Stakeholders will receive timely, frequent and specific feedback so as to understand what is expected of them to repeat successful performance and to improve their work when necessary.

During the internal evaluation, members who are not part of the implementing team or project team will handle it as performance standards are written and are clear. Means like simple tools as questionnaires, simple survey, interviews will be used to carry out the activity and evaluation. 
The project coordinator will prepare monthly, quarterly and annual reports and will also prepare reports as required by the Funding Organization. 

SUSTAINABILITY
The community will jealously guard the interest of the project thereby achieving community security. The project is not political from the basis of the organisation, objectives thus has good will of protection as it focuses mainly on women in development. Our activities will be done recognizing the role of local government and other stake holders. 

At the end of the project cycle, there will be sustainability as a result of organisation follow up through its permanent staff. Also women welfare communities and clubs will be structures for continuity as they offer change in their elective positions. 

Profit sustaining enterprises as earlier demonstration like local chicken, bee keeping, craft outlet, and fish farming will offer minimal percentage of about 10% to the organization for sustainability. 
The organization’s permanent staff will follow up in the course of doing their duties at the end of the project cycle. We also feel that though our frequent reporting; giving copies to government suitable policies will be developed on women using the right instruments.
